Formable Nations

Millennium Dawn features a robust formable nations system that allows players to unite countries into larger political entities. Formable nations are created through the in-game decision system, where you integrate member states one by one.

Formable nations can be toggled on or off via the Game Rules menu at game start. A rule also controls whether multiple players can form the same nation simultaneously.

How Formation Works

  1. The decision category appears for any eligible country (listed under “Can Be Formed By” below).
  2. You begin the integration process, which starts a chain of decisions to integrate each member state.
  3. Each integration step has requirements (typically: the target must be your subject, in your faction, or at peace with you, depending on the specific nation).
  4. Once all required members are integrated, your country adopts the formable nation’s name and flag as a cosmetic tag.

Special Formable Nations

These nations are formed through unique focus tree paths, event chains, or special decision systems rather than the standard formable nations framework.

European Federation / United States of Europe

The European Federation can be formed by EU member states through the Event Horizon system. EU members with the right conditions can trigger the transformation of the European Union into a federal superstate. This path involves EU-specific decisions and flag categories rather than the standard formable nations system.

United Arab Republic (UAR)

The United Arab Republic can be proclaimed by any sufficiently powerful Arab nation with an autocratic or nationalist government. It comes in two variants:

  • Neo-Baathist UAR — requires an emerging autocracy ideology
  • Baathist UAR — requires a nationalist ideology

The forming nation must hold at least regional power status. Other Arab nations can then be invited to join or may leave the union over time. If too many members leave, the UAR collapses.

Visegrad Federation

Poland can pursue unification of the Visegrad Group (Poland, Czech Republic, Slovakia, Hungary) through its unique focus tree path (POL_closeup_of_the_visegrad_group). This uses a dedicated decision category rather than the standard formable nations system.

Holy See

Italy can relinquish power to the Pope through its focus tree (ITA_relinquish_power_to_the_pope), transforming into the Holy See (HLS).


Notes

  • Formable nations use cosmetic tags, meaning your country keeps its original tag for gameplay purposes but displays the new name and flag.
  • The formable nations game rule must be enabled (it is by default).
  • A separate game rule controls whether multiple countries can form the same nation in one game.
  • Some formable nations (like Iberia) have additional restrictions tied to specific focus tree paths.
